Establishment and Support
The State shall provide contributions or subsidies for ten years following the establishment of a foundation established to commemorate the victims of the October 29 Itaewon Disaster and contribute to preventing the recurrence of large-scale disasters. The foundation must be a nonprofit corporation established under Article 32 of the Civil Act and selected by the Memorial Committee.

Operation and management of memorial facilities and organization of memorial services
Research on preventing man-made disasters and programs to promote a culture of safety
Programs to support victims’ psychological well-being, livelihood stability and reintegration into society
Other programs necessary to fulfill the Foundation’s purpose
